Energy-efficiency measures can only succeed in the building and residential sectors if there is implementation of regulations and standards at municipal level, according to Tony Golding of the Department of Minerals & Energy. He notes, although some municipalities have developed successful strategies, by-laws and clean development-mechanism projects, training is an Achilles heel. "Training is a problem. As long as government structures assigned that role are poorly coordinated and not fulfilling their responsibility, it will remain a problem."
It is a relief to know government acknowledges the need for incentives; not only regulations. However Golding does not provide details on the form this would take. The draconian measure of power rationing can be avoided by implementing energy-efficiency regulations and standards, he notes. This could also mitigate the less-popular alternative but, of course, inevitable increase in tariffs. "The residential sector uses 30% of power and it does not have an impact on the country's economy," says Golding. "A solar water heater plus careful use of electricity can reduce consumption by 50%. This would only require a modest increase in tariffs without rationing."
Golding addressed delegates at the Energy Efficiency in Urban Environment Conference, hosted by Agence Française de Développement in collaboration with the French Trade Commission, in Rosebank last week. The conference offered a platform to share expertise between France and South Africa, as well as views on French public policies. It also showcased the Réunion Island experience.
